It's nothing but something to get people to overthrow because they're pouting about current rules. Or it makes them money. It gains them attention in mass media. They get full attention, and make it seem like they know how things are when they really don't. They use a bunch of flashy words, and pay off on some special scientists to do their dirty work to prove them.

So if the government doesn't know then why would the "shadow" government do this?
