I'm less interested in the TMZ dumpster drama surrounding Mueller's drinking than I am the American people's seeming willingness to accept an eternal investigation with unlimited scope.

Mueller allegedly told Guiliani that he would have his investigation wrapped up September 1.

It's almost December and Mueller hasn't shown any sign of ending his 40 Million dollar inquiry.

In your quote it is stating that a pardon COVERS/ REACHES both admission of guilt as well as conviction of guilt. NOT that a pardon "REQUIRES admission of guilt" as you were trying to state.
