If the FBI was just doing a 'security review,' then indictment was never even on the table, eh? This news makes it sound like the FBI has been conducting a *gasp* criminal investigation.

(Also, I think I'll just wait for a formal announcement by the FBI on their criminal investigation, heh heh. I am always reluctant when unnamed sources are involved.)

I see nothing at all on CNN or MSNBC that even remotely hint at what is suggested in the article quoted in the OP.
If some pundits were guessing on TV, there is nothing online saying that the networks are suggesting this outcome.
Unless I am missing something.

No author to the article. Just news bin staff.

They are representing this a investigation in Guccifer not Clinton. Don't you think this would have been cleared up by now?

And I listened to the 7 and half minute interview with Hillary at the link. Even she says she won't comment and has no idea what the outcome will be.

Not how it works. DOJ would call a grand jury if they thought it was necessary but if they see no reason to convene a grand jury then that won't happen.
If a grand jury is convened then that means the recommendation would be to indict.
The grand jury would then do that (issue an indictment) because grand juries almost always say go ahead with a trial.
