But what the hell would be the target value of attacking a center for the developmentally disabled?

As far as terrorism goes, the aim is for the target to be symbolic. 9-11 (US economic center) ..the heart of Paris etc.

Where does a center for the Developmentally Disabled fit in?

You realize that if you removed those inner cities with the most strict gun control laws (where people illegally acquire firearms) America would near the bottom of the list in world gun violence.
