Perhaps there is a policy of non-interference. We are obviously in a phase and place in evolution where we still need to catch a wake-up. It is possible that the "below ground-dwellers" are far more advanced than us in intelligence, spirituality and technology. And that they understand some "divine purpose" or reasoning behind the fact that civilizations need to find their own way and carve their own foothold...
Difficult to express, but I am sure that when we have one day found a "balance" in the way we conduct ourselves, they will gladly come out and play!
