It has yet to determined that it is. It's just that the longer this goes on with more attacks being made before law enforcement makes a collar or the gunmen die, the more it looks professional and less like random crazies.

Lavinia Johnson, executive director of Inland Regional Center is on CNN (by phone). She said she believes the conference space had been rented by the health department for some sort of event (sounds like a Christmas party/banquet from other sources).
