There is currently a low pressure area located over the California/Arizona border.
It's called weather, not HAARP, and this is the time of year when that sort of thing happens.

But perhaps you are thinking of ionospheric heaters, of which there are several. Of them, HAARP is/was by far the most powerful. Ionospheric heaters affect the ionosphere, not weather.
