Not when they already had HAARP installed since the 80's and want to have some fun testing it out once in a while.

Thanks ! That's my first thought also. Haters seeks for reasons, to "justify" and keep on the ever lasting flame. And they will do anything to make others share their views and also make sure, to keep the negative image alive at any costs.
