Picture the balloon structure with a kite string at either end. Keep both strings even, the structure forms the 'c' shape. Pull each string separately or let them slack, you get movement on the end selected. Another string fastened in the middle of the length of the structure could give even more elaborate effects.

I sometimes despair about the willingness of people to not believe the obvious. This is clearly a bunch of balloons or even a kite, as has been pointed out by quite a few people so far.

It looks like a bunch of balloons to me, i remember a similar video posted here on ATS sometime ago.

It seems that almost all UFO footage from Mexico is fake. What's up with that?

You've gotta ask yourself why something like this would be floating around without aparent purpose, seems to be affected by wind very easily, to me its very unimpressive in terms of an Alien life form showing off in the atmosphere. i say Balloons or something like that
