Then why was Payne Stewart's jet intercepted within 15 minutes of it going off course? Why do pre-9/11 reports show that it was MINUTES for the Air Force to be notified, and to scramble jets to intercept, but post 9/11 reports say it took an hour and a half? Another coincidence?

In the case of Payne Stewarts jet...You forget about the timezone change. It took 1 hour 22 minutes to intercept.
This is nothing more than sloppy research on your part.
