Too bad you didn't post the rest of this so we can see it in context (but that's not what you want is it?).
So since you won't I will, plus I'll explain the meaning since it seems the close minded and the heart hardened might understand, even though they
won't for they choose not to.:
Isaiah 45:5-8
5I am the LORD, and there is none else, there is no God beside me: I girded thee, though thou hast not known me:
6That they may know from the rising of the sun, and from the west, that there is none beside me. I am the LORD, and there is none else.
7I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.

The word used for evil here is "rah/ra", it can mean somthing negative from a moral view or from a natural view (such as a tornado, earthquake,
calamity/chaos). It is rather obvious that it is not talking about moral evil though as you sir make it out to be, I get the idea that you already
knew this though. Before Yeshua (that's Jesus' Hebrew in case you didn't know name), God dealt with people differently, we did not have grace back
then, now, we do.
