The Trump admin appoints Jeff Sessions, who equates cannabis to heroin. Then rescinds the Cole memo, which reverses all the progress that had been made towards legalization..

Then Trump says in passing to a reporter that he *might* support this bill.

Now it’s champion Trump who is doing things no other presidents can..
