so we have what, 9000 odd people searching, and an entire city under pretty much martial law with anyone not inside there house being arrested, houses searched without warrants all for 1 man?

Correct (in essence, but no martial law declared)...but one man who has injured hundreds, and killed at least 4, and may be part of a group.
