I'm sorry, but none of these factors can or will determine whether not you you will be a good parent. It is for better or worse only after the child is born and you see how the parents raise it can it be judged whether the parents are any good.
There are plenty of people out there with high IQs, who work stellar jobs but have the most dysfunctional home life around and plenty of welfare moms who are totally loving and responsible as much as their circumstances will allow.
Being a victim of circumstance should not disqualify you from being able to raise a family.
You cannot ever come up with a 'one size fits all' set of criteria for a government department to be able to judge who may or may not make fit parents which is why this hasn't and shouldn't ever be implemented.
