I did some digging on the above observations for the IP address listed on a few of the blog entries. (68.33.13.194 )

Very interesting indeed.

I've suspected for quite a while that Bill Ryan was pumping up interest in the Serpo story to ultimately benefit himself in some way.

I'd love to hear if anyone can trace that IP info you have. Although - there are those on here who have said and IP trace is meaningless.

This could be an interesting angle to follow.

OK, I am being told that I am in fact typing this from Washington,Seattle. Funny how I am in Kentucky!

I have used this link before on other days, and it pin points me to my exact location.
Also being a web designer, I can generate traffic reports for my sites. This program also locates me as being in Washington.
It's all a matter of how your ISP routes you. I think this can explain some of the mystery around the IP address issue as discussed extensively on this thread.
Well thats my view of it, I'm sure someone will tell me otherwise.

Just curious, but what ISP do you use? Are you on a static IP address? If you're using someone like AOL (sorry to hear it if you are
) or some other ISP that provides a dynamic IP, then it'll give you a different result every time you log on.

You're a web designer, so you'd probably know one way or the other anyways, but if not, try the link out, write down the IP address it says you're at, log off, then try it again. That may be where you're getting registered at being in WA from.

AOL.... eeeeck !!
Not using AOL (once bitten 36 times shy!!)

I have a static IP address and on a cable broadband setup.
But still my location is Washington.
As Damocles stated, its far too easy to either have a different proxy each time, or indeed to even surf anonymously.
This was the point I am trying to make, the IP address dosent mean much and is very hard to pin point.

Just my observations, if anyone else would care to comment.

You and Damocles are both correct; I was just going with the whole "if you hear hoofbeats in the desert, don't go looking for zebra" train of thought--simplest possible solution.

As a side note though, I found it mildly ironic that you're finding yourself in WA; that's the result that I got as well, but I came by mine legitimately (Olympia).

So I thought of this a while ago and actually wrote it out (it’s sitting here on my desktop) but never posted it because:

a) things got a bit crazy here, and

b) I don’t really want to help the “bad guys”

So, without going into the actual details, this is what was going through my head then…

The whole (alleged) purpose of serpo was the Gradual release of information, yes?

From the get go a lot of us had problems with the Method of release… from the events of the past few months I think all of us can see why the method used didn’t work too well.

So I toyed with the idea and devised a method I believe would actually work for everybody everywhere…

I wanted to post my method in case there actually was an Anon, (or a D.I.A., F.B.I., K.G.B., M.O.U.S.E. agent) out there truly trying to release info to us…

But you can see why I would be leery to post it… why share a good idea with the bad guys?

But I’m at a loss…

Should I just trash the thing and go back to playing bouncy ball with my kid?

Should (can) I bounce the idea off a heavy hitter (like Centrist or Val or Shawna) and see what they say first?

Should I just come to the conclusion that there is nothing to disclose or that disclosure isn’t going to happen in my life time (or in my daughters life time)?

I been burned by people too many times in my life.I have learned the
hard way about trusting people.


I just hope there isnt somthing sinister to all of this.(Like trying to
recruit people into some regligous org.


It seems Bill is asking people to take questions from here and post them
over there away from the evil Mods at ATS

This whole thing bugs me(Its so childish).In my own opinion I feel
that he was treated like a King on this forum.Well the Circus just left town
with a bunch of people running behind.

I've been interested in my web site stats looooong before coming to ATS and was using a variety of tools to trace the folks that hit my site.

However I was getting conflicting results from different tools... one would say a hit was coming from San Fransico, another would say the same hit was coming from France *rolls eyes*

Can't remember who it was but somebody here turned me on to dnsstuff.com which I found to be a very good tool...

The use of said tools led to a rather remarkable discovery about who was hitting my web site, which I posted.

Said post led to a rather remarkable discovery about a certain board member because said board member freeked out and asked me to edit my post (which I did *shrugs*)

Suffice it to say that some of our board members work for some rather spooky companies and aren't actually Working while at work *laughs*

(I did mention to said person that it would probably be safer to surf porn from work than to hang out at ATS...)

anyway, IP2Location has NOT been a very reliable tool in my experience...

Very good point. Of course Victor has reasons to believe checking the ISP would verify this 'Bill's' Anon and 'his' Anon.

It might be Anon was using a static address while Victor was receiving the information. And Victor checked to see where the info was originating.

In such case Bill would NOT be devulging any information not already known by Victor unless the IPS did change. If so the ship takes another hit.

My inderstanding of dynamic addresses is that they are assigned in a bulk lot, a sequential order if you will, so only the last two/three digits would change. Is this correct?

I also use dnsstuff.com.
The same result from there too as to regard my IP address... Seattle Washington.

It really seems to be something that cannot be exactly 100% proved.
As stated previously, if the IP address is changed every time (If I was sending top secret information out in emails I would make sure this would be an area I would have looked into prior to sending) or, I am assuming they could possibly have systems available to them that would ensure they couldn't be traced. We would still be no further to the truth.

If this is disclosure (I am not swayed either way) surely some of the information etc wouldn't add up. Some of it would be soooo far out, maybe coupled with downright lies (imagine Monday morning at anon's office.... "Did you see how everyone reacted to the snake with human eyes?? Quick... check eBay to see if they have one!") or even methods of relaying this that didn't quite fit the norm.
Bottom line... Even though it may be clouded... The information would still be being released!

Ohhh well... who knows.

From looking back over the originals that Victor e-mailed me and comparing them to what is posted on the Serpo site, I see there were some things that were not posted immediately and verbatim.

Bill's tendency was to hold back a certain startling revelation which he kindly provided in the forum. This was his 'cliffhanger' material. It kept the attention on the story and put him in the spotlight to reveal any additional details.

I have no problems with what Bill did reveal since the content was true to the best of his knowledge but not complete in content.

Those parts he kept back, withheld, or edited out, like TL being identified as 102 and the Archquloid, were known to him in the information he received.

Keeping that information to himself was misleading. It allowed him to control the release and negate the possibility of a fair, open, and unbiased investigation.

Becaose of family loss, I have been gone for quite some time. Now that I'm back I see news on Serpo.org and Serpo's RIP at ATS.

What happened?

Re IP's:

ISP's are allocated various classes (or blocks) of IP addresses for their users, ie class A, B, C etc.

Your IP address is alloacted two ways:

1) Static, in which case you will always have the same IP address.
2) Dynamic, in which case the ISP's authentication server allocates the IP address from one of these classes.

Now, re 2); your location is dependent on where the ISP's authentication server is. If they have one authentication server per city and you live in that city then you can be tracked to your city. If, for example, the authentication server is located in Seattle and that authentication server is used for all of the US, then your location would be listed as "Seattle".

That's basically how it works.

The point I was trying to make is Bill seems to be doing the same things that supposedly got victor "fired".

If Anon was disappointed enough with Victor for these reasons to "fire" him, then why is Anon allowing Bill to do the same thing?

With that being said, does that mean Anon is going to replace Bill too?

And if not, what advantage has Anon achieved by using Bill instead of Victor since both are doing the same thing that got Victor fired???

Am I wrong to be analyzing the "players" and their methods, and the differences between them???

I hate having more questions than answers.

Usually the last part of the IP address (octet) will not change, since all mail is routed through a mail server at your company or service. This server (SMTP) would then relay the message to the appropriate end party with its IP address.

Now, if we had the IP address of the server that the mail was sent from, we could identify what company or organization the e-mail was sent from. Not necessarily what location. Since IP addresses are allocated by country, and not state or city for the most part (some of us that know the Internet well enough can see what route things take and can do some extrapolations, but still not very accurate).

This is of course assuming ANONYMOUS is not smarter than your average bear and trying to hide his tracks.

Here is my take on what I think would happen if this were real.

ANON and his friends have been approved to release information to the public. Remember that even though this is sanctioned disclosure, there may be some people who may not want this information out in the public for fear that they will lose power. So in advance I setup several ‘fictitious’ e-mail accounts where I can bounce my e-mail messages to Victor (someone earlier mentioned moving from hotel to hotel). I would not send these messages via my work computer, since many organizations have the capability to scan all outbound e-mails for codes such as ‘SERPO’ or ‘EBEN’ or anything else they choose.

Now, as I start disclosure, I have access to the ‘room’ where the 3000 page book exists. I can come and go as I please, and no one really pays attention to me, or what I am doing. I can transcribe material onto a laptop, etc. without problem.

However, ANON might not have counted on how quick this story would catch on. As it started to get more and more popular some of the PTB that wanted this kept secret started watching whomever went into the ‘room’ a little bit more closely. So now, I am challenged as to how to get things out. Possibly a voice recorder would be inconspicuous enough to record the information to be transcribed later (plays to the comment someone said earlier about ANON getting a tape…)

A few more weeks go by and the PTB still are concerned about how information is being leaked, so now they watch even closer. Maybe ANON cannot get into the ‘room’ with even a voice recorder, so now he (or she) has to memorize things for transcription at home.

But hey, that's just my fertile imagination at work :-)
