In the State of New York Obama got 100% of votes in 67 precincts. In additional 200 precincts he got at least 99% but less than 100% .
In Washington DC in 21 precincts there were at least 99% of votes for Obama. In the most populous of them out of 2,891 people 2,878 voted for Obama.
In Louisiana in 23 precincts Obama got a 100%. In additional 72 precincts he got at least 99% but less than 100%.

That list from a query producing a list of precincts where Obama got 99%+ of the vote does not really tell the whole story. For instance, in Queens, that may look like a lot of precincts, but it's only a small portion of them.

The population of Queens in 2008 was around 2,230,000. 640,137 people voted. 520 votes would be a small neighborhood and depending on the demographics it's entirely possible that small neighborhoods could vote in a like manner.
