Perhaps they have proven to cheat by any means at every turn? Maybe the people are voting them out but the game playing is well planned to win the battle ground states.

That seems to fit with the facts that the common man and woman are too busy paying bills and raising kids to stay on top of all the BS. Those things that slap the blue collar class in the face like Firebombing the Court House and half the towns parking lots, plus everything up and down the street from their own house, does a number on people being too busy to pay attention.
