The payment came just prior to the release by Iran of five U.S. prisoners, prompting claims from some that the $1.7 billion was a ransom payment. Senior officials in Iran have said the money was provided as part of the prisoner swap.

The nuclear agreement included China, France, Germany, Russia, the United Kingdom, the United States and the European Union, so Obama didn’t carry out any part of it on his own. The deal did lift some sanctions, which lifted a freeze on Iran’s assets that were held largely in foreign, not U.S., banks. And, to be clear, the money that was unfrozen belonged to Iran. The weapons being shipped into Iraq from Iran include Explosively Formed Penetrators, or EFPs, which detonate and drive a slug of molten metal through armor. Iran is also providing rocket-boosted weapons, called Improvised Rocket Assisted Munitions, which often consist of propane tanks filled with explosive and strapped to 107mm rockets.
The Iranian Islamic regime was directly involved in the killing of more than 500 American service members in Iraq by supplying Shiite extremists with advanced roadside bombs, rocket-propelled explosives and other munitions, military officials say.
