How about after at least a modicum of investigation has occurred? In this case, they were blaming Russia literally before they had any idea what had happened, before they even knew it was nerve agent.

I’m from Salisbury and we all thought it was drugged up couple with Opiat being the substance

Then the next day it was revealed he was a spy and they were trying to work out what the chemical was

Russia only came into the picture when we found out he was an ex Russian spy

No, they were not.

I am in Salisbury, 2 minutes walk from the Maltings. It was initially being reported that they were exposed to some sort of opiate - Fentanyl or something like that. Russia was only mentioned when it began to be reported that the victim was an ex Russian spy.

It's called "Nerve Gas" for a reason. The symptoms of an organo phosphide compound throws your metabolism for a loop. Fentenyl would drug you out, just like most opiods. Atropine is a stimulant, and may work for both of these. But the nerve gas compounds affect a small gland in a person's neck. When armies used to line up to fight, Sergeants would sometimes have to pinch a wildly shaking soldier's neck, and this calmed him down. They were pinching this same neck gland, way back then.

These compounds were discovered in Germany, when a chemist, carefully stirring an organic compound, fell over dead. The Krauts knew right then, that they had something! So if the Salisbury incident was from a binary mixture, both halves may be quite poisonous in themselves. This may suggest why every place those two Russkies went, has been tented and cleaned up.

I think it points to two different people, each administering one half of a binary poison, at two different places.

As the government have not released any actual evidence of any chemical weapon used for analysis by a third party make your own mind up.

As for the pic, pretty sure it was taken at the supposed scene of the crime in Salsbury. As i said, Nice photo op and one you won't see in the mainstream media. We get the cropped version.
