Seems a lot of fuss over images of military target balloons? Just saying. They have been used often and for many decades.

Now, do you remember that photograph of the big badass looking cigar-shaped object, that allegedly seemed to be photographed from a submarine?

Lots of pics showing firing of missiles from submarines. When jettisoned, the protective covers look like UFO's. If I had to surmise, the carefully clipped photo in the OP is more of the same.
