Hes just trying to shut the critics up that seem to ignore the many times he has condemned such beliefs on tv over the years. With it being signed, stamped and notarized at least we can consistently refer to the official document later on when the same tired accusations get recycled again.

I would agree that wording it as supremacy of any kind would be appropriate. But his advisors know exactly the words that have to be written to lay this thing to rest with the current antagonists.
