Those countries have every right to hold whatever exercises they choose to hold within their borders. Just as Russia and the US do. Even in international waters or airspace. If the Russians want to hold live fire exercises off the US, in international waters, there's nothing stopping them, as long as no weapons cross over US territory without coordination that's probably not going to happen.

The US got out of the harassing buzzing flights decades ago. In recent years the Russians have gone back on the memorandum of understanding on this and have conducted what the US regard as unprofessional and dangerous passes.

Yes back in the heady days of the Cold War such intel collection vessels would get regular wake up calls by fighters flying low and fast over the top. The potential for incidents and mis-understandings brought about in essence a gentlemen's agreement for procedures to be put in place. This dates back to 1972.


Agreement Between the Government of The United States of America and the Government of The Union of Soviet Socialist Republics on the Prevention of Incidents On and Over the High Seas



not simulating attacks at, launching objects toward, or illuminating the bridges of the other partys ships; informing vessels when submarines are exercising near them; and requiring aircraft commanders to use the greatest caution and prudence in approaching aircraft and ships of the other party and not permitting simulated attacks against aircraft or ships, performing aerobatics over ships, or dropping hazardous objects near them.

Article IV Commanders of aircraft of the Parties shall use the greatest caution and prudence in approaching aircraft and ships of the other Party operating on and over the high seas, in particular, ships engaged in launching or landing aircraft, and in the interest of mutual safety shall not permit: simulated attacks by the simulated use of weapons against aircraft and ships, or performance of various aerobatics over ships, or dropping various objects near them in such a manner as to be hazardous to ships or to constitute a hazard to navigation. Article VIII This Agreement shall enter into force on the date of its signature and shall remain in force for a period of three years. It will thereafter be renewed without further action by the Parties for successive periods of three years each.

This Agreement may be terminated by either Party upon six months written notice to the other Party.

INCSEA Agreement (1) Reference (a) extends to military ships, non-military ships, and aircraft. U.S. commands should comply strictly with reference (a) in both letter and spirit. Aircraft should maintain a safe distance from Russian ships and aircraft, and especially from ships conducting air operations so as not to present a hazard. Any Naval or air unit assigned a mission requiring maneuvers in close proximity with Russian naval or air units must do so with due regard for the provisions of reference (a) . (2) The actions listed below are prohibited by reference (a) : (a) simulating attacks by aiming guns, missile launchers, torpedo tubes or other weapons in the direction of Russian ships and aircraft;

This was the official report from the USS Donald Cook incident in the Baltic during 2016.


USS Donald Cook encountered multiple, aggressive flight maneuvers by Russian aircraft that were performed close to the ship, officials said. Details of Encounters On April 11, Donald Cook was conducting deck landing drills with an allied military helicopter when two Russian Su-24 jets made numerous close-range and low-altitude passes at about 3 p.m. local time. One of the passes, which occurred while the allied helicopter was refueling on the destroyer’s deck, was deemed unsafe by the ship’s commanding officer, Eucom officials said, adding that as a safety precaution, flight operations were suspended until the SU-24s left the area. Yesterday, while Donald Cook was operating in international waters in the Baltic Sea, a Russian KA-27 Helix helicopter flew seven circles at low altitude around the ship at about 5 p.m. local time and were deemed unsafe and unprofessional by the ship’s commanding officer, officials said. About 40 minutes following the interaction with the Russian helicopter, two Russian SU-24 jets made 11 close-range and low-altitude passes, they added. The Russian aircraft flew in a simulated attack profile and failed to respond to repeated safety advisories in both English and Russian, officials said. “We have deep concerns about the unsafe and unprofessional Russian flight maneuvers,” Eucom officials said in a statement. “These actions have the potential to unnecessarily escalate tensions between countries, and could result in a miscalculation or accident that could cause serious injury or death.”


The whole point of the agreement between the then Soviet Union and US was to prevent incidents getting out of hand. It is only in recent years that the Russians have not been adhering to this agreement. Prior to these incidents the US could contact the aircraft or vessel using the procedures highlighted above and prevent things getting out of hand. In recent years the Russians are not communicating or acknowledging the warnings as issued by US vessels. Under that past agreement the US deem these Russian flypasts to be un professional and dangerous.

So what is Trump to do? No doubt he has been briefed by his military advisers on the above agreement and advised not to reciprocate with buzz or harassing over flights. What would be the point? The Russian vessel is simply going to ignore them and remain in international waters to conduct its mission as per freedom of navigation. No doubt the crew would film the buzzing flights and it would be broadcast on Russia Today. It wouldn't change anything. I simply can't see the US going back to the days of buzz or harassing manoeuvres in regards to these intel collection vessels.

In recent years going back to 2012 the Russians were just as close off Louisiana and Florida. The US even allowed safe harbour to one Russian intel ship off Florida due the super storm in 2012.

And I stated nothing to the contrary. I simply was pointing out the irony of the unintended empathy. If it offends or frightens American citizens that a non combat vessel is cruising in International waters, then perhaps they understand the apprehension and anxiety of the Russian citizens living on the other side of the border where a multinational military bloc is hosting war game with live fire where people can heard the boom and the shots.

I been watching it, I have not been critical or saying anything in protest. I just been reporting it is all. The same with this ship I am not complaining or protesting. Others are, however, and I simply wanted to point out what they share in common with the innocent civilians that have to put up with a multinational coalition blowing stuff up not far from their border.

not sure, but I heard about those islands before. Antarctica seems to be growing a big crack as well that may create a mega iceberg. But I find that ship highly suspicious.

It does not seem plausible to do this with a nuke and be able to hide it though. I mean, someone would have to keep it there and wait until the volcano starts to rumble again, but at that point a nuke would not be necessary as scientists expect the next hard eruption alone could lead to this disaster. Ha, I remember having these conversations alongside the yellowstone super cauldera, and people arguing over what they believe would happen first.
I personally think it will be the Canary islands though, which would suck for Florida, but Im on the West coast and any water from a Tsunami likely wont go further than fifty miles inland, if that.

Just one problem, canary islands are near africa, the Russian boat was seen 17 -30 miles off the east coast. So why are they patrolling? Unless it is not Russian, and it's actually one of our own pretending to be russian. I smell a false flag, like 9-11.

naw, its just regular Russians doing their thing. Everyone tests everyone else's borders now and then I guess. But now you got me freaking out about the Canary islands. Back then I did not do as much research, but with some recent reading, I am a bit worried. I sure hope nothing comes of it this century.

As far as the distance from the ship?? Hey like I said, all they have to do is hide it in a ravine, and give it a remote detonation once the seismographs detect some volcanic rumbling. But again, the problem would be, the nuke would have a distinct reading in the equipment, and the jig would be up.

I don't trust it, to me it's suspicious, and they shouldnt be near our shores. And I doubt putin is that stupid given all the media hype. Something is up, I just can't shake the feeling. Just keep your eyes open, and observe that ship until it moves away.
(better to stay vigilant than be sorry later.).

Good point... You may be right, and I may just be looking too much into it. But that 'tit for tat" (least in my opinion) is playing with fire, and peoples lives. Especially with all the media hype going on. I just feel like any spark can ignite something big, and the atmosphere reeks of something sinister brewing.
My gut is usually right about things. Ill keep an eye out on this story.
