I may be wrong but I think the implication would be more of rogue CIA instigating anti-Muslim sentiment. Therefore implying that Trump's policy is causing violence against Muslims. They wouldn't be furthering Trump's agenda but hindering it.

Haven't followed every post, but one of the reports I read said a witness stated:

So while maybe not ME in origin, they could have been radicalized locals...strange they would go in yelling that though if true...
