I may be wrong but I think the implication would be more of rogue CIA instigating anti-Muslim sentiment. Therefore implying that Trump's policy is causing violence against Muslims. They wouldn't be furthering Trump's agenda but hindering it.

No I don't think so as one witness said they had a strong French accent and one of the two in custody has an ethnic French-sounding last name.

We'll see. Perhaps it's a combination, all part of the psyop which is what I think it is.
