Superstation95 have an account on ATS under the name Newsroom. Not long ago I started a thread on one of their claims, that Saudi Arabia had joined the nuclear club. Newsroom responded to a post by Zaphod58 who stated there was a lot of rubbish on their site. A search showed that the source they had used, a Saudi man in a video, was questionable.
The suicide note goes to great lengths about Executive Order #13603 signed by President Obama on March 16, 2012. The note details:
* “All commodities and products that are capable of being ingested by either human beings or animals”
* “All forms of energy”
* “All forms of civil transportation”
* “All usable water from all sources”
* “Health resources – drugs, biological products, medical devices, materials, facilities, health supplies, services and equipment”
* Forced labor ( or “induction” as the executive order delicately refers to military conscription)
Moreover, federal officials would “issue regulations to prioritize and allocate resources.”
SuperStation95 took a look at this Executive Order from the Government Printing Office (GPO) web site and, sure enough, everything contained in the Officer's suicide note about this Executive Order is true!
This order delegates authorities and addresses national defense resource policies and programs under the Defense Production Act of 1950, as amended (the "Act").
you say you are "highly skeptical of snopes and yet if someone sees their debunking as meaningless that is ignorant?
If many of us find their responses skeptical they become meaningless.

The note mentions Executive Order 13603
I read the executive order, and it's purpose seemed clear to me:
It does not create any new authorities or outline any real plans. Just says that the president will delegate a lot of decision making to the agencies that shuold be making those decisions.
The National Defense Resources Preparedness executive order (Executive Order 13603) is an order of the United States' President signed by President Barack Obama on March 16, 2012. The purpose of this executive order is to delegate authority and address national defense resource policies and programs under the Defense Production Act of 1950. Executive Order 13603 provides the framework and authority for the allocation or appropriation of resources, materials and services to promote national defense.
Defense Production Act of 1950 has this statement in it.
The Act also authorizes the President to requisition property, force industry to expand production and the supply of basic resources, impose wage and price controls, settle labor disputes, control consumer and real estate credit, establish contractual priorities, and allocate raw materials towards national defense.
Contrary to a few initial claims otherwise, the Order appears to update long-existing directives that have been issued as far back as the Truman Administration and makes no claim to allowing the federal government to confiscate private property or declare martial law. In particular, this executive order removes the name of the Federal Emergency Management Agency from the previous orders, and replaces it with references to branches of the Department of Homeland Security, to bring the previous orders up to date with changes in the structure of the Federal Government.
