The cops traditionally do go after the smaller people to get to the ones who are higher up because the smaller ones will almost always squeal.

No there is no charter or manifest. No membership. No leaders. No gurus. However there is an idea that everyone works towards. The creators of the anonops videos are certainly a big part of the group.
