I think it's a Don Quixote phrase, but I'm not sure where from.
Of the three choices, dance in the rain because I would not like lose the ability to feel pain, for that would take away my empathy and that, imo, is one of humanities greatest traits. Nor would I want to be mentally insane, unless that could be deduced to a non-conformist, digressive thinking passionate artist, in which case I am in.

There is an actual medical condition where you feel no pain called Congenital insensitivity to pain with anhidrosis judging by the wiki It doesn't sound that fun.

What kind of Insane are we talking about here, the super cool "genius" rain man type of insane or the type that makes you think your covered in insects and soil yourself in public?

That's my guess and I'm adding this obvious fact because two words do not a post make.
