Perhaps. It is highly likely that any empires, as the may exist now, would be gone. In a technological world, communications technology breaks down boundaries and differences, leading to greater interrelationships.
In such a world, isolationism is likely to be the fastest way to ideological irrelevance, trade restriction and loss of political power.
Take a look at the trade wars just beginning and their coincidence with isolationism.
Jeffersonian leaders preferred a small army and navy, fearing that a large military establishment would involve the United States in excessive foreign wars, and potentially allow a domestic tyrant to seize power
India/Pakistan would be a nuclear wasteland, China would devour Russia after it overextended and took Europe out, the Middle East would stop fighting when they ran out of people and Africa would revert rather quickly to what it was 500 years ago.

You are aware how VERY fragile this "technological world" really is, right? It would break down almost immediately if not due to lack of upkeep then due to intentional disconnection by TPTB that do not WANT you to intercommunicate. Because when you control the means of communication, you control the minds of those under which you rule.
Yeah, sounds like you haven't really thought this through completely, or, you simply do not think at all about real human nature. When resources are scarce, someone WILL take what you have, and dance on your neck while doing it.

You say that, but every evidence indicates that the more technologically advanced we become we actually communicate less. We may have the ability to and we talk at people more than ever, but that's not communication. When your speaking to avatars it doesnt really lend itself to understanding a person and understanding is the basis of communication.
