No, it doesn't.
Commission regulations prohibit foreign nationals from directing, dictating, controlling, or directly or indirectly participating in the decision-making process of any person (such as a corporation, labor organization, political committee, or political organization) with regard to any election-related activities.

Not only that, but there was never any insinuation that the meeting itself had anything to do with any supposed Russian hacks before it took place.
So it's not like any of the main actors went there assuming they'd be handed Hillary's 33,000 emails and the contents of the DNC servers. They were only given some vague hints there might be damaging information.
