If Russia is going to launch an operation like this, they won't announce it to the public
TEL AVIV – News reports in the Arab world claim Russia is planning to escalate its military involvement in Syria by sending in ground troops and increasing airstrikes, according to translations provided by the Middle East Research Institute (MEMRI). Syrian and pro-Syrian Lebanese media have published reports over the past two weeks claiming that Russia is launching a new stage of its offensive in Syria, with December witnessing unprecedented escalation in which a ground operation will be launched. “December will be hot on the ground in Syria,” Lebanese daily Al Akhbar reported.
In a talk with the Russia’s Ministry of Defense on November 20, President Vladimir Putin said that the current offensive in Syria is “not enough to clear Syria of armed and terrorist groups and defend Russia from a possible terrorist attack,” adding his hope that the next stages of the offensive will lead to better results. According to MEMRI, Russia’s decision to increase its involvement in
Syria is likely motivated by the upcoming UN supervised meeting on January 1, 2016, in which Syrian regime and opposition representatives are set to negotiate.

That will never happen. I guess even Turkey knows that. They will stop the refugees, get money for thier sustenance. Maybe more trade, economic and visa free travel benefits, but thats about it.

If Russia tries , it is already doomed. First with that few aircraft flying vs Turkey having their entire AF at beck and call over their own territory has already swung the tide favorably to the home team advantage. Plus , the supply lines for Russia are a little "long in the tooth" for comfort. You just cant restock an aircraft carrier that far away with aircraft and ordinance. And we havent even mentioned the SAMs I bet Turkey has. No mention of troops on the ground to even counter the shoulder fired or man-portable AA.
In summation , most likely , bluff.

Moscow will reportedly launch massive operations codenamed 'Total Destruction' against the terrorists!
Op will use:
69 Sukhoi fighter jets
160 Tupolev bombers
Unknown submarines and Ships
Supported by S-400 missile defense systems in deployed Syria
Moskva guided missile cruiser outfitted with S-300F Fort anti-air systems at the coast of Latakia.
Russia hits back at Turkey by changing Syria 'game'
Moscow's retaliation after Turkey downed its military jet could tie Ankara's hands in Syria. Russia is striking back after a "stab in the back by an accomplice to terrorists" by changing the "game" in Syria.
Moscow's retaliation is not just about severing economic and diplomatic ties. It is pursuing a policy that could tie Turkey's hands in Syria.
Ankara never received international backing for a safe zone across its border, but Russia has now ruled that out.
The deployment of S-400 anti-air missiles means Russia has effectively imposed a no-fly zone over Syria.
And now, Moscow seems to be moving closer to a group that has been the US-led coalition's main ground force in Syria - a group which Turkey, itself a member of that coalition, calls "terrorists".
The Game Just Changed: Russia Allies With Kurds to Push Turkey out of Syria
Moscow isn't likely to bomb Turkish military facilities, but it has other ways of undermining Ankara's presence in Syria: Russia is now aiding Kurdish rebels — a group that has been labeled as “terrorists” by Turkey.
The Syrian Kurdish forces (YPG) are considered extremely valuable in the fight against ISIS. They have previously received support from the United States, although western cooperation with the group has been limited in order to avoid ruffling Erdogan's feathers. But for Russia, upsetting Erdogan is not really an “issue”.
In layman's terms, this new alliance could be a fatal blow to Turkey's geopolitical aspirations in Syria (not to mention Russia's de facto no fly zone, thanks largely to a little friend called “the S-400”):

If Russia is going to launch an operation like this, they wont just come out and announce it
This latest development of blockading Russian naval vessels is a massive and terrifyingly dangerous development. Blockading Russia and preventing its Black Sea fleet from traveling to the rest of the world, or back to its home port, is something that will not sit well with the Russians.
Earlier today, Russian President Vladimir Putin ordered the deployment of 150,000 Russian troops and equipment into Syria, but then ALSO ordered the deployment of 7,000 additional Russian Troops, tanks, rocket launchers and artillery, to the Russian Border of Turkey at Armenia, with orders to be “fully combat ready.”
