Well lets break your fact down and show how it be both a fact and fiction.

If a rock is a certain size it will effect the outcome,

How much force one generate will also effect the outcome.

So this example is both a fact and fiction, as a small rock thrown by a weak and fragile person might not even make a scratch on your TV.
