A UN nuclear test monitoring organization detected what it called an "unusual seismic event" in North Korea. Kim Min-seok, a South Korean Defence Ministry spokesman, also told reporters that North Korea informed China and the United States of its plans to conduct a nuclear test. It was not clear when Pyongyang told Beijing and Washington. The U.S. Geological Survey as well as earthquake monitoring stations in South Korea detected an earthquake just north of a site where North Korea conducted its second nuclear test in 2009, according to the government-funded Korea Institute of Geoscience and Mineral Resources.

Preparatory committees have been formed in more than 50 countries and regions, including Russia, Indonesia, Mongolia, Iran, Pakistan, Guinea, Democratic Congo, South Africa, Uganda, France, Italy, Poland, Brazil, Mexico, Peru and Ecuador, since the formation of the British preparatory committee for marking the Day of the Shining Star on Jan. 12.
Preparatory committees of the Korean Friendship Association and the International Alliance of Societies for the Study of the Juche Idea and Songun Policy in East European and Central Asian Regions were also inaugurated.
At the inaugural ceremonies officials of political parties, governments and organizations of relevant countries highly praised the undying feats Kim Jong Il performed for the Korean revolution and the human cause of independence and vowed to work hard to grandly celebrate the Day of the Shining Star as the holiday common to humankind.
