Libya only account for 2% of the world's oil.

Electronic Attack is something the USA is extremely good at.

It can comprise a lot of things.

Monitoring analysis of enemy comms in real time (Rivet Joint)
Anti Radar Jamming.
Anti Radar Attacks using HARM missiles.
Disruption and subversion of enemy Telecoms. Including TV, phone and internet. (EC-130 Compass Call).

The US/UK and others can quite capably 'break stuff' and have limited EA capacity but not on the same level as the USA.
