I know if they locked down the research base where i live (China Lake) the first thing i would do it turn on my scanner and see what the base cops were up to.
There are also a couple hills outside the base that give a good overlook on the base to watch where they send emergency vehicles.

but then i was a base security officer back in the 1970s and still know there system.
