The guy on the motorcycle probably failed the driving test a few times. He's wearing the orange vest because he know he sucks at driving and wants extra safety. The person in Taurus is his wife/buddy whatever, who's helping him out. Thing is, when you go for a road test on a bike, you are supposed to have a car to follow up the bike driver during the test (at least where I live). So they are practicing. If I were you, I would have flagged them down a long time ago and just ask what's going on. I did this when I saw individuals who I didn't know on the block, and they turned out to be from Wells Fargo, appraising a house for short sale.

Well whatever the deal is here, you have to give the OP credit. Especially when he not only took video, but practically ran up and touched the vehicles he was asking about. I say, very well done OP!!!!

Personally, if there was a motorcycle and a car riding together, several times a day with odd license plates over, and over, and over, and over again day after day, I TOO would be curious as to what the deal is.

So, I give the OP credit for taking this video. I have no opinion on this one, but it wouldnt be to far-fetched to consider this occurrence as described by the OP is certainly NOT all that common.

I would check out the requirements for getting a motorcycle license where you are. In NY you got a permit first, and you had to stay 40 ft from a person with a full license at all times when driving on the road. Perhaps the motorcycle person only has a permit, the car following lent the person on the motorcycle their bike to practice on?

That could be a good explanation. Maybe they're training motorcycle cops or something, and your street happens to be on their predetermined training course, until they saw a random guy with a camera run after them into the street.

I believe I was asked, "to ramble on". Now if you are insinuating I was a target of such a team, well, yes. But to go a step further, anyone with a IQ higher than 100 is a target. As my mother said many years ago "Your too smart for your own good"

Now companies discriminate against people because they are a bit brighter than the rest and therefore capable of discerning when a wrong has been done, and report it.. that leads to the list you speak of. You are on the list for applying for a job because you have to take a psy test and you have been marked "not preferred for employment" Add your own descriptor.

Sure I lost a job because I was too observant, too close to the truth, and a truth that was not for public consumption. But I have also lost out on job opportunities because I scored too high on the IQ test. Both the government and NGO's are guilty of this, in my opinion.

They are city workers going down there to take a nap on the clock?
They are city workers going down there to have a gay sexual rendezvous?
They are city workers going down there to have a heterosexual rendezvous?
They are the Alpha and Bravo components of an assassination team, and you are being studied and bracketed for a 'removal and rendition' operation?

What are the motorcycle laws in your state? Do you have to wear a vest like that? Is there a military base nearby,
military have to wear vest like that on base. Maybe they want somebody to see them, like harassment stuff?
There is nothing wrong with being weary of things like this, just make sure you are more discreet in the future.

Judging from what I could see of the surrounding buildings, this could be more along the lines of a protective detail for someone under protective custody hiding in the area. Those plates 6847 should be state government, and if you get buddy-buddy with a local policeman, he could hint at what might be going on...at least he could tell you if the plates are legit or not. Its a curious situation. There are places around here where the DEA have settled in, posing as couples or friends and moving into a neighborhood, and staying there for years in order to bust up a pretty large meth ring. Circling like buzzards in broad daylight sounds a little fishy, but then, if the locals pretty much tune it out after a while, more can be going on. the student motorcycle driver routine would be a damned good way to case the streets for suspicious or unusual activity or new vehicles that don't belong. There could be something also sending up a red flag like a house with larger than normal electrical demands... that spells indoor gardening of questionable greens... to put it politely. Yep, it could take years if the payoff is worth it to the DA..But if this all has you wondering what is going on, then you can bet someone else has sniffed a rat as well.

Regular Army iirc requires a rider to wear reflective vests on and off post; I don't think the air force ( my stomping grounds) ever went that far for rider safety closest thing you got to Madison is Truax field ( air national guard) fort mcoy is near tomah
take some pictures; make a point of waving. Might as well make friends. doesn't sound too menacing

Watching people only works when they have no idea that they are being watched. I would like to add something to this thread. I am not saying you are or are not being watched. it could be someone else or it could be a government scientist who lives near by and is being escorted for security purposes. I have seen this in the UK a couple of times.

My example is the UK we have more SURVEILLANCE cameras than anywhere else, camera for camera. We all know we are being watched everywhere. Yet we still continue our daily business. this type of surveillance is to watch for things out of the ordinary.

This post from Heff seems naive . Surveillance of a person or persons can be categorized into two factors. Surveillance of suspected criminals, spys, terrorists etc, etc, is often done by the unseen operatives to gather info monitor movements, track electronic communications etc.. "Seen" surveillance is purely for intimidation purposes and quite often the "mark" knows he/she is being watched which is the intended purpose. This is to cause distress, panic, paranoia and often a warning.

Bummer man. Keep your head up, and practice. In Wisconsin, we take road tests, where you wear a bright orange vest, and have an one way earpiece in, and the instructor follows you in his car. He barks out orders like turn left, make a u-turn....yada

Maybe the person you're seeing is driving to work and takes the same route daily? He always has the vest on and I'm guessing it's his uniform. I myself get into habits of driving in which I take the same route daily to get from point A to B.

It sounds like someone taking a driving test to get a motorcycle test. Is the rider wearing a helmet every time? Can you tell if it's the same person on the motorcycle? Driving instuctors will often use the same route for testing purposes.

OP, I totally get your paranoia. I am a neighbor watcher myself.

My suggestion to you, is to copy a map of your street with google maps- block out the street names and indicate where your house is vs where the car is coming and going. From the looks of your video it appears that you are not smack dab in the "middle of nowhere" or in the middle of a suburb.

If you do live near the center of town, it is very possible that it is a motorcycle test ride. Maybe you should call local motorcycle schools and investigate whether or not they take your routes by your house?
