I don't see that as a big problem at all. Our land borders are extremely porous to begin with, but I suspect that if it comes, it will come by sea. A cargo ship could offload to a fishing boat 100 miles or so offshore, and from there it would be extremely easy to make it onshore.
Even if they made the entire trip by cargo ship, only 4% of incoming freight is inspected anyway.
