36 is the Latitude. 36 N
25 is the Longitude, only you take the oblique, which would be 155 and east is west and west is east and the longitude is measured from Mecca. So, 155W of Mecca (which is at 39E) would be 116W.

At 36N, 116W sits Las Vegas, NV.

I'm working on what the second part is, but I think it is where the perps have taken off from...sneaky bastards.
