Why does the government issue student loans anyway? How about the university make the loan instead? No, wait. That would require some diligence to insure the student is trained in a useful skill, in order to pay back their loan. It's perfect. The U should adjust their agenda and results accordingly, and they are the ones holding the degree/certificate that they could revoke if it wasn't paid for. It's really just a contract between the student and the university anyway.

This would screen out the freeloaders. It would also adjust the attitude of campus admins.
