Yes the guy should have got out of the car when asked but the reaction of the officer was disproportionate to the situation.
The police force are actually supposed to be a police service , I know people who have taken beatings at our local station , I was once threatened when just asking questions when I was arrested years ago.
I get that it's a tough job but some officers take things to far , unprofessional behavior is unacceptable.

Churchill was a great war time leader and his contribution to WWII can not be over stated.
But he wasn't a very good peace time Prime Minister for the reasons you pointed out.
However, he did support Clement Attlee - in my mind possibly the best PM we've had - and his programmes of economic and social reforms post-WWII.
Churchill put national interest first and to a large extent refused to engage in party politics at a time when we most needed unity.
Many famous people don't quite stand up to modern day scrutiny.
Gandhi is revered the world over for his ideals of peaceful protest etc......yet he thought black people were sub-human and his only disagreement with the apartheid regime in South Africa was that Indian people were categorised alongside the Blacks who he so despised.
.....and as regards the police, their behaviour often reflects the governments of the day.
