The voting thing on members' profiles is for the Way Above Top Secret award, sometimes referred to as the WATS or TWATS. More info about it here:

Above it you will also see the "ignore" option which allows you to ignore specific members. Pressing this button on a member's profile means you will no longer see that member's posts. This can be deactivated later if you so wish. Use with caution.

If Member upload is down try photobucket.com...
And if you want a avatar making head here and you will find several members that will offer to make you avatar
