Environment LAWS have existed for over half a century.

A government organization called the EPA enforces those laws.

I know. A lot has to do with trying to prop up the coal industry. Production goes down because of reduced demand so you have to make it cheaper by removing regulations in an attempt to boost profits. While demand continues to fall.
