I wonder if by doing this they reduce cost of unpaid ER visits?

I'd be interested in seeing some actual metrics here

Yes, they do. It's considerably cheaper to treat them in low cost clinics and even give them free drugs than it is to take someone to the ER (many people refuse ambulance rides ... some will take Uber to the ER rather than end up with that bill.)
