Of course, it is not great! Unfortunately, it was not resolved sooner and options for correction have been hindered. Ignored issues don't ever magically go away. They always worsen and harm even more innocents.

Every major empire or super power in the world tried to take care of crime through punishment instead of rehabilitation. Thing was, it didn't work.

So a more manageable population is exempt? No, this is a man on a high for power to be honest.
I have several Filipino friends who's fathers knew what was coming and fled, just like I have a few Iraqi friends who knew what was up before the US invaded for the second time.

The country is in shambles, not because of drugs, but lack of proper leadership. I can think of another nation just like it with far more of a population to be honest.
