I think the deal will also involve stepped reciprocity and quid pro quo with NK initiating at almost every step in the process of nuclear disarmament.

These people are so selfish, their confessions are not due to an attack of conscience or remorse for their foul crimes. They are cornered and cannot save their own arses, they can only hope for 'damage limitation' and the only way to do that is to whistle their heads off.

Their choices are 1 - talk and get jail. or 2 - don't talk and get double jail.

I would expect an abusive soul-less sociopath to take the most selfish option, the least painful for him/herself, and hang everybody else, whatever it takes.
