It's not, it's over 4km from the Kremlin.
It's Novodevichy monastery, still an important landmark but not in any way physically connected to the Kremlin.

Nope, nowhere near it.

The Kremlin is in central Moscow, this is by the river 4km away, and it has its own surrounding walls.

Sorry to sound like a noob, I'm probably slow or something, but how can he be neutralized but still alive? Does that mean he's been imprisoned, under house arrest, or something?
I tried looking at the cam but it said something about bandwidth. Does anyone know what's going on now?

Because it's a breaking news story with a lot of interest?
If you had a camera pointed at the a major tourist attraction and something nearby burst into flame you would switch it to that too, right?
It's an interesting event, so why not put the camera on it?

It could be something nefarious or it could also just as likely be a fire that was caused by faulty wiring, human error , something else. Not enough into to know it is anything right now but a building on fire.

Common sense would say that a tall building on fire would probably be worth showing because people are interested in what's happening.

Last time their was a high rise fire in the city I live in they pointed multiple cameras at it because people wanted to see what was happening.
