There’s a fence around the Capitol because basically the entire government is under the same roof at the same time. If someone wanted to decapitate the government, this would be a prime time to try it.

When I first read this from your post ... I believed it.

There is no way Biden can make it through an hour or an hour and a half without freezing or making up some personal story that never really happened.

Intermission? This is insane. If he leaves the room during these intermissions it is time to invoke the means to remove him from office. If a person cannot give a 30 minute speech they should not be running the country.
