The newest weapons order – which was originally posted on June 7, 2012 and has a response date of July 9, 2012 – is for so-called personal defense weapons which would be used in close quarters combat situations when maximum concealment is required.
I find that last part quite interesting, as requiring maximum concealment for a 5.56x45mm NATO weapon is not really a run of the mill request.
The solicitation also specifies that the guns will be quite small for a rifle at a mere 30 inches or less with the stock fully extended and 20 inches or less with the stock fully retracted or folded.
They also specify that the barrel must come equipped with a flash suppressor and/or muzzle brake, noting, “The muzzle device will be rated on its ability to reduce muzzle signature.”

Unfortunately, the information we have on the actual reason behind these large procurements is non-existent.
If we can take the DHS’s history with the refusal to explain the reason why they need hundreds of millions of hollow point bullets, it is safe to say that they will likely thwart any attempt to get them to explain why they need these thousands of firearms as well.

It isnt rounds, but weapons...
The rounds were a seperate order a couple months back... something like 450 million, .40 cal hollow points, and 175 million .223 rounds(which would work in the 5.56 rifles the OP is talking about

Us. They are getting ready for the coming Revolution. The US has the most armed civilian population in the world and when it comes down to it we won't be just throwing rocks and burning cars like you are seeing on the World news.
Civil unrest is always a possibility. My conspiracy side tells me that it is even likely due to a planned collapse or secret disaster. However, can someone provide GPS coords for these FEMA sites?

I am too lazy too. I will wait to get concerned until someone is not too lazy to actually post the coordinates instead of a link to a site where they probably uploaded the phony coordinates themselves..

we reached Homeland Security spokesman Matthew Chandler who said by email that the cited quantity of up to 450 million rounds is "the quantity projected to be used over the next five years."
"This contract is intended to be used by all (agency) components, except" the U.S. Coast Guard, he said, which uses ammunition obtained through the Defense Department. According to a Homeland Security web page, the agency’s 20-plus components include the Transportation Security Administration, which handles passenger screening at most airports; U.S. Customs and Border Protection, entrusted with keeping terrorists and their weapons out of the country and with enforcing immigration and drug laws; U.S. Immigration and Customs Enforcement; and the Secret Service.
Chandler’s email continues: "This contract is part of the department’s strategic sourcing efforts to combine multiple previous contracts in order to leverage the purchasing power of the entire department, including the Federal Law Enforcement Training Center," another Homeland Security component, "which trains nearly all federal law enforcement personnel, to efficiently procure equipment and supplies."
On its website, the Georgia-based center says it trains law officers for 90 federal agencies and also officers in state, local, tribal, and international law enforcement. Chandler said that in the 12 months through September 2011, over 11,000 students at the center fired over 11 million rounds of .40 caliber ammunition, primarily in basic training.
Chandler said earlier that Homeland Security oversees more than 135,000 weapons-carrying officers.
