Yes correct, while Goddard was testing liquid fueled rockets, a Russian professor Konstantin Tsiolkovsky was thinking along much the same lines. Both came to the conclusion independently that, if a rocket was going to do the things they dreamed of, it would have to be powered by liquid fuels. Tsiolkovski lacked Goddard's practicality. While Tsiolkovski worked out many principles of astronautics and designed suitable rockets, he never built any.
