I guess you mean 10 more dollars on top of what they already give, because Americans are already extremely charitable. We're talking

that's a pretty darned impressive thousand dollars per every man, woman and child in the country. The problem isn't that we're not giving enough,
the problem is that many of the countries that need our money and aid the worst are not willing to accept it. One example is Somalia, where al-Qaida
militants
block aid and aid
workers from coming in and even go so far as to claim that there is no famine or drought taking place!

You're not going to change the minds of terrorists with charity. You're dealing with people that have been raised from birth to hate others, you
extend an olive branch to them and they will happily put a bullet between your eyes. We can and should continue our charitable contributions to other
countries, but clearly that's not going to solve terrorism because if it could, then it would have been solved a long time ago.
