The mother of harlots, that other woman. My mind runs a little more into this thing of Satan being the eighth head. From what we are reading in Rev. 13:11-18 and Rev. Chap 17:, I sometimes refer to as being the explantion chap. we see when Satan is let out of the pit or abyss he takes over and unites the world into one religion and combines it with the world, no longer a separation and the only exception being is the few that will not join him and see he is the imposter. He causes all who will not be of his system to worship him and his image to be killed.

Re 13:15 And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.
Re 13:4 And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him?

This now is a one world combined state and religion and so the eighth is the last great harlot system and no doubt Satan will headquarter from Jerusaleum. This will be the "great city" at the end. The great city probably when John wrote the prophecy may well have been Rome but lost Kingly power when the wound was inflicted and then went on the horns which are of this system that ends the whole affair.

Way out? Maybe so as new views do look that way until found to be true.

I don't say yet this is concrete.

We're certainly told in ch17 that the "eighth" is the Beast.
I would say this is the same Beast as the one that comes "from the sea" in ch13.
And this would fit very well with what you're saying here.

It is solid ground that the beast "that was, and is not, and yet is" is Satan as he was cast "into" the earth and is locked or chained there until he is freed by the angel with the key to the bottomless pit. The beast out of the sea of peoples was never cast into the pit as these are men of earth. Before being cast into the pit he "was" free and now he is in jail, "is not" free but he "yet is". Practically the whole world will marvel, wonder, admire and yes worship him when he comes on the scene in a body or apparition and is visible. He has been long gone for so long a lot of preachers don't believe that he is, exists.

Re 17:8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.
( notice who admires him above )

And he will be chained right back in that pit to hold him a thousand yrs.

Re 20:1 ¶ And I saw an angel come down from heaven, having the key of the bottomless pit and a great chain in his hand.
Re 20:2 And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years,
Re 20:3 And cast him into the bottomless pit, and shut him up, and set a seal upon him, that he should deceive the nations no more, till the thousand years should be fulfilled: and after that he must be loosed a little season.

After that Eze. 28:18 says he will be ashes on the earth and in the sight of no doubt the redeemed.
Eternal hell fire?

After doing a little more thought on this great harlot that the 10 horns of the beast do in I want to add a little more that possibly will make it more clear.

Let us consisder that the 7 heads are all religious systems, ( since we know the one head that was wounded was the Papacy they must be all the same.), This then lets consider these to be the Great Harlot Woman and the mother of all false and apostate religion.

Re 17:5 And upon her forehead was a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH.
Re 17:6 And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.
Re 17:7 ¶ And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.

Before the Papacy it was other religions that shed the blood of God's people, wars with Egypt etc. all up though.

Re 18:24 And in her was found the blood of prophets, and of saints, and of all that were slain upon the earth.

In order to take in the "ALL" in the above verse we must look deeper and further than one harlot system.

God has put it in the hearts of the 10 horns to fulfill His will,

Re 17:16 And the ten horns which thou sawest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.
Re 17:17 For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.

This is when Satan takes over and the whole world worships him, as he is seen as god and he demands total compliance and any who won't are to be killed. They must have his mark and those who don't, well it is time the Real Master Steps in. There will be a lot of Martydom.

A little more wrestle with the subject.
