It looks like a still from a home movie. Like a cheesy home movie about aliens. The photo has a distorted look to it.
You can almost see interference lines from the video. I would say this is not real at all. looks like a human in a suit to me.

I've seen this picture circulating for some time now, although not as often as some others. Here is a link to another site that I've seen it, Tall Alien Picture complete with some other pictures, not all very believable. As it states in the link, it is hard to verify or debunk because not much information has ever been provided. If i come up with any other sources I will forward them as well.

Please DalUniverse refrain from posting such vague stuff without any analysis of the subject you are presenting. At least indicate where you found it, the context of when/how an image was taken/ and proper credit to the source.

I feel I must ask, but is the op just pulling our collective legs?

When debunking something, usually you are starting with a valid 'claim' of something that through reason and deduciton may be explainable in rational grounded terms. However, I see nothing in this entire thread that even remotely resembles something that would require debunking save for the op's motives. Also, If infact anyone can look at the pictures presented in this thread and all but claim they are undebunkable, I feel sorry for that person as it's clear they opened there mind too widely and for too long because there brains, and all rational logic, has fallen out.
